There are many Lemmy apps.
It’s not accurate. If you browse hexbear from a different instance you can still down vote, and the downvotes will be seen by all instances other then hexbear.
So what you are saying is that, if you browse with a Hexbear account, which is what I clearly meant, you can’t downvote.
