Where does Lenin say this?
Doesn’t say where he said it. Its like an urban legend. I’ve had someone quote me something he said that was kind of maybe sort of similar, attributed to a journal published like 40 years after his death, that is only in Russian. But if even that one quote is in that journal, which has nothing to do with rope or hanging anyone, I can’t figure out where.

He never said it, and it is disregarded as a myth.
The quote actually comes from a 1955 periodical where an anti communist army officer attributed the quote the Lenin.
Still, this is quite a good idea, and I think PRC is already doing it.
