If it passes then he can veto it.
There are no checks and balances in the US.
There’s lots of checks happening. They’re not balanced though.
Vetos can be overturned if 2/3 of each chamber votes to overturn it. So there is a way to overturn vetos, but I don’t think those numbers are achievable right now.
