Palestinian Red Crescent https://www.palestinercs.org/en is one of the only organizations inside of Palestine that I know of that is both legal to send money to and also not an op.

A lot of NGO’s in Palestine are EU/US/Saudi/Qatari counterinsurgency. That’s a conversation for a different day however.
