i hope you dont think turning off wifi scanning means they don’t know where you’re located. For that you need to disable GPS too and not connect to a cell tower. But at that point you might just as well not have a phone.
Yes, I’m aware that law enforcment can triangulate your phone with cell tower data.
But 3rd party apps can’t locate you of you turn of your GPS/location service. And of course it is always disable. It will be turned only for the exact amount of time I need to use a map-app.
