Game takes place like 15 years after NV, one set of possible events in NV definitely happened and led to whatever state New Vegas is in during that closing shot.

If house won, then had to fight the NCR to hold the city, that could explain everything we see of the city, and why the NCR seems so displaced and disorganized in the show.
