Their government pays for phone credit to Israelis in different countries to vote unlimited times. They usually get a midling jury vote then a huge number of phone votes.
Its very easy to cheat. There isnt really an enforceable restriction against “one person = one vote”. Pro-Palestinian people were also boycotting eurovision.

To be fair most Europeans are still pretty antisemitic as well as racist.
There’s reasons why no one went to Israel when they hosted Eurovision, and solidarity with Palestine wasn’t it for most of them.
