Depends who cop 2 was abusing. Someone politically connected? Cop 1 gets promoted. Average Statesian? Cop 1 loses his job and pension.
The dog should get an officer’s usual punishment, and relocate to a new area to work in.

Most dog cops are too. It isn’t their fault, but they’re almost universally bad cops, more so than even human cops. Their only job, for the most part, is to make up evidence for bad cops to use to justify arrest/searches/seizures.
